not sure what u mean, but if u are making the tools for your agents, no. if u are using other third-party tools that're not free, and u tell the agent such tools cost money per call in the schema, i'd say a good model will avoide it unless u push it in the prompt.
If I had to guess, OP may be thinking of some of the recent cloudflare offerings ( I only know, because I was looking at it yesterday ). Right now.. they are trying to lock an ecosystem in before it exists it seems like.
