Usability problems aside, I do think the issue of using a messenger that for official government business hosted in a foreign nation is a hard to understand concept and that should be apparent for non-technical staff as well as technical one...

Excactly. Teams is pretty bad, but people use it because they are forced to use shitty software by being tied to Mirsofts eco system
Id rather use shity software thats not tied to a conglomerate.
In this case it's Element, which can certainly compete with Teams for unloveliness.
