I realise that this makes me sound like a grumpy old fart, but rather than being a "command line tool", this actually appears to be a full TUI (as was EDIT.COM, of course).
Edit is a lightweight, open-source command-line text editor for Windows 11. It pays homage to the classic MS-DOS Editor, but with a modern interface and input controls similar to VS Code.

I’m waiting for dual-pane file managers to make a comeback in the Windows console.
