These two submissions are totally and materially different. One is a government PR release and the other is a news article.
It's important to remember this was only over 10 positions so while the overall amount seems low, the per-position fine was pretty high.
Those are the ones provable in court.

how did they come up with tht number? ( cant open the article) .
300k/person seems kind of low given they get paid in millions. might even encourage them to do this in future given theyve seen what the punishment could be.
