My point bieng that these days, any number of high tech countrys could almost accidentaly start producing nuklear weapons, should the right hand loose track of what the left hand is doing, germany, japan, SK, Poland, Spain, Italy, Canada, Indonesia, could all figure it out, and under enough pressure some perhaps could produce a weapon in weeks.
The comming advancements in metal refining methods will almost certainly lower the bar for gaining fisionable nuklear material, and there will then need to be a reconing on going on as we are, building the motives to
aquire these weapons.
