If you could find me a bank (or better yet a credit union) that issues a debit card that always requires a PIN, I would be ecstatic.
Theoretically they should exist, e.g. using just interbank networks like STAR, NYCE, and Interlink, but everywhere I looked either exclusively uses the Visa or Mastercard network, or supports those networks with the same card number used on an interbank network, making PINs optional at best.

I'd pay for a credit card that had zero rewards but always used a PIN.
Why not use a debit card, then?
